Biography

Dr. Bríd Quinn, B.Ed (NUI), MA & PhD (Limerick), Until her retirement in October 2018, Dr. Quinn was a Lecturer in Public Administration, specialising in local governance,  EU regional and territorial policies, MLG and administrative reform. She has served as Course Director for the BA Public Administration, BA European Studies, MPA and  MA/GD in Partnership Studies. She was co-convenor of the PSAI Specialist Group on Teaching and Learning until 2019. 
Long involved in local and regional development activities and evaluation, she is a member of the Council of Europe's team of experts on local government. She is involved in EAPAA's accreditation team. She has carried out consultancy work in Ireland, Europe and Tanzania and participated in a range of EU research projects, being currently involved in the PROSEPS project.
She co-edited a volume, Developing Public Managers for a Changing World (Emerald Books, 2017) with Klaus Majgaard, J.C.Ry Nielsen and John Raine. She is also co-author (with Nicholas Rees and Bernadette Connaughton) of Europeanisation and New Patterns of Governance in Ireland, Manchester University Press, 2010. She has published in a range of journals (Higher Education Policy; International Journal of Public Sector Management ; Regional and Federal Studies; Administration; Teaching Public Administration; Policy and Politics) and contributed chapters to several edited books, most recently  on the themes of decentralisation (Palgrave 2017)  and the third sector and local government (IGI, 2016).
Her current research focuses on  EU territorial policies; local governance; public sector reform in Ireland; public values; Ireland's higher education policy; teaching  and learning in political science.

Member of the Council of Europe's team of experts on local government reform. Involved in workshops in the Ukraine (April 2017), Armenia (June 2016)  and the Ukraine (September 2016).

Among the academic experts selected to meet the delegation of the Congress of Local and Regional Authorities of the Council of Europe during their Monitoring Visit to review Ireland's local government system. Was also a reviewer of the draft report.
