Dr. Garvey’s expertise is in operational risk management and finance. He specialises in developing frameworks and methods for understanding and improving the resilience of communities and businesses. He has worked on a wide range of projects from analyzing volatility forecasting approaches, using high frequency financial data to understand perceptions around terrorist attacks, assessing risks in policymaking systems (health policy) and modelling the interaction between institutional quality and growth effects of FDI. He is experienced explaining research findings to media and general audiences as well as technical audiences in the policy and academic communities and has provided written and oral testimony to the Oireachtas Joint Committee on Finance, Public Expenditure and Reform.

In December 2015, Dr. Garvey led the formation of the UL spinout company, FarmHedge Ltd. This agri-tech firm seeks to improve information flow between farmers and their suppliers and it provides a platform for farmers to more effectively manage the financial effects of adverse weather events.

His experience in private business and academic research allows him to engage with a broad audience and translate economic findings to many different stakeholder audiences. He holds a BA (Economics and English) and an MA (Applied Economics) from NUI Galway and an MSc Investment and Treasury from Dublin City University. His PhD in Finance was completed in 2008 under the supervision of Professor Liam Gallagher, Dublin City University.
